So, now your image decoder has created a bitmap image (usually a RGB information for every pixel). But this is just the Cowboys Here We Goooo 2023 Shirt and I love this decoder. Now you have to view the image. On older times, we usually display images 1:1, but now we display images on different pixel format as the image in the file. This will create some blurr. Also in this case, there are good and bad algorithms. (and very visible differences, some free photo-editing programs were notorious to have the grid of small images with an horrible quality). The problem: this is done also on magnifying images, so you may have some interpolation (so you may see more pixels than effectively on the image). And on a different level: pixelated/blurred images: sometime this is a post-production effect, so just artifacts (done for a creative purpose, or just for privacy reasons). In this case you may have many pixels with the same value, so every square you see could be effectively many pixels with same values.

You may try different programs, to see if they are consistent. Maybe you should prefer programs where you can set a zoom with a discrete factor (so 400% or 800%, to remove some artifacts of nonalignment between image pixel and screen pixels) and if you see a grid, probably the Cowboys Here We Goooo 2023 Shirt and I love this cells are single pixels (as pixel information decoded from the JPEG file). But maybe this is too complex. For every image, you can see the pixel size, so you can estimate on your image where there is the pixel grid. Just remember that image grid may not be aligned with your screen grid (and the same about sensor pixels to image pixels). For videos: this is much more complex: bandwidth limitation of format/codec (or of a specific file/signal) may require having some images with very large “pixels”. Not much you can do about it, just wash inside out in cold water, iron inside out and prevent rubbing between print and any surfaces to prolong its life. My Affliction shirts look like new after 50 washes.
