Comfort was probably part of the reason too—dress shirts for men could be stiff and scratchy because of the fabric and products used for ironing the shirt, and the undershirt prevented skin chafing and rash. Because men wore an undershirt, the outer shirt didn’t have to be washed every day if the man was an office worker, and back in the day, fabrics for outer shirts, particularly dress shirts, were not wash and wear like they are today—they were typically cotton or silk shirts (if they were high end shirts) or maybe a blend. They would have to be washed and ironed or dry cleaned, and wearing the shirt underneath helped to reduce the number of washes/ironings the shirt needed just like your boxers or briefs reduce the number of washings your pants would need. Dress shirts in particular weren’t necessarily cheap, either, and wearing a shirt underneath helped to prolong the life of the outer shirt before it had to be replaced.
